Those spending $30 extra every two years to get salmon license plates have been promised that their money was going to restoration projects directly affecting salmonid habitats. The money is split between two agencies, the Oregon Department of Fish and Wildlife, and the Oregon Watershed Enhancement Board. It has become clear that, while ODFW has been good on their promise, OWEB has not.
