In December many who opted to pay the extra fee for salmon license plates were disappointed to learn that the Oregon Watershed Enhancement Board was using program revenues to pay administrative costs, despite a pledge to spend the monies only on projects directly benefiting fish.  Now, between the legislature and the board’s administration, the revenues have been reassigned to actual undertakings which have a direct benefit to fish.
