U.S. District Court Magistrate Judge Mark Clark has issued a preliminary ruling calling for the U.S. Fish and Wildlife Service to complete a Comprehensive Conservation Plan for the Lower Klamath and Tule Lake wildlife refuges. Hailed by conservationists as a step toward properly balancing ecosystem concerns with agribusiness interests, one can be pretty sure the ruling is not as popular with the farm lobby.
