Three years after the Federal Emergency Management Agency stated the intention to apply considerations regarding climate change to preparation plans, the agency is at last going to require states to follow suit. In order to obtain FEMA grants for emergency planning and preparedness projects, states will now have to factor climate change into their designs. Of course, some states will have to do some interesting contortions to reconcile internal policies denying climate change with the new order.
